Findern Parish Council is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.
This website is partially compliant with the Web Content Accessibility Guidelines version 2.2 AA standard, due to the non-compliances and exemptions listed below.
Non-compliance with the accessibility regulations
We know that some of our older documents are not fully accessible. For example, some of them:
- Are not tagged properly — for example, they do not contain a heading structure
- Don’t have alternative text for embedded images
- Don’t have document titles (or have an incorrect document title)
- Include complex tables that don’t translate well to screen readers
- Are scanned copies of paper documents rather than native digital files
This mostly applies to:
- Meeting agendas and minutes
- Financial reports and accounting documents
- Scanned copies of historic paper records and forms
Disproportionate burden
The Parish Council has assessed that retrofitting the full back-catalogue of documents published between 23 September 2018 and 13 May 2026 would represent a disproportionate burden within the meaning of the accessibility regulations. As a small parish council with limited resources, the volume of historic meeting documents — and the time and specialist effort required to remediate them — is not proportionate to the benefit gained.

Content that’s not within the scope of the accessibility regulations
PDFs and other documents
The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services.
What we’re doing to improve accessibility
From 13 May 2026 onwards, all new Word and PDF documents we publish will be produced to meet accessibility standards. The Clerk has completed training in producing accessible documents to ensure that future content is added to the website in an accessible way.
Where possible, we will use HTML content in place of, or in addition to, Word or PDF documents, and will indicate to users when a link will open a Word or PDF document.
